Ottawa, ON — The Canadian Coatings Association (CCA) welcomes the introduction of Bill C-39, the Building Canada Strong Act, and its focus on strengthening Canada’s competitiveness, investment climate, and economic growth.
Canada’s Coatings, Adhesives, Sealants, and Elastomers (CASE) sector provides the essential materials that enable the construction, manufacturing, transportation, defence, energy, and infrastructure projects that drive the Canadian economy. Policies that help advance major projects, attract investment, improve productivity, and modernize government processes ultimately support the industries and supply chains our members serve every day.
“Canada has a significant opportunity to strengthen its competitive position and attract new investment, but doing so requires a policy and regulatory environment that supports growth,” said Dave Carey, President & CEO of the Canadian Coatings Association. “Competitiveness is increasingly determined by how quickly and effectively a country can attract capital, advance projects, and provide businesses with the certainty needed to invest and grow. Bill C-39 signals a willingness to tackle some of the barriers that have historically slowed investment and project development in Canada.”
Since global trade disruptions and tariff uncertainty began, CCA has consistently called on government to address long-standing domestic barriers to competitiveness, investment, productivity, and growth, not simply respond to external pressures. CCA is encouraged by measures in Bill C-39 intended to improve regulatory coordination, increase efficiency, strengthen infrastructure and supply-chain resilience, and provide greater certainty for businesses making long-term investment decisions.
“As a sector that supplies critical inputs to virtually every major industrial, defence, infrastructure, and construction project in Canada, our members benefit when Canada builds, invests, innovates, and grows,” added Carey. “Legislation that improves competitiveness and creates the conditions for economic development strengthens the entire manufacturing ecosystem and the supply chains that support it.”
CCA believes Canada must continue to seize this moment by advancing policies that encourage investment, improve productivity, and position the country as a competitive destination for growth. The real measure of success will be whether these commitments translate into faster decisions, more efficient regulatory processes, increased investment, and greater economic resilience.
Bill C-39 represents a constructive step in that direction and reflects the type of forward-looking policy framework needed to strengthen Canada’s long-term economic competitiveness. Its success will ultimately depend on effective implementation that delivers greater speed, coordination, and certainty while maintaining rigorous standards.
