Industry still wants some sections of the guidance to be reworked such as Section 15.5. There are also larger topics that remain to discuss such as the ones related to the use of surrogates, UVCBs, etc.
The government is aiming for a summer publication, while industry would prefer that the government waits until the whole guidance (which comes in effect on the date of the publication) and the whole policy is right.
The Industry Coordinating Group will soon write to the NSN Director to escalate the issues for certain sections like the one on manufactured items, , while the others can be published. ICG will also raise the issue of a transitional period or enforcement discretion to be necessary to avoid instant non-compliance.
